RELATING TO THE ECONOMY. Sunsets and repeals numerous tax credits over a five-year period beginning on December 31, 2010 and requires the department of taxation to review, evaluate, and report on the various tax credits that are scheduled for repeal.

RELATING TO HIGH TECHNOLOGY BUSINESS INVESTMENT TAX CREDIT. Amends the High Technology Investment credit, also known as Act 221, to provide an aggregate cap on the amount of high technology business investment tax credit issued per year.

RELATING TO PUBLICITY RIGHTS. Establishes property rights in the commercial use of a person's name voice, signature, photograph, or likeness.

RELATING TO STATE FOUNDATION ON CULTURE AND THE ARTS. Establishes a state income-tax check-off for the state foundation on culture and the arts.

RELATING TO WORKS OF ART SPECIAL FUND. Allows expenditures from works of art special fund for acquisition of works of art for the Bernice Pauahi Bishop Museum and Iolani Palace.

RELATING TO REGULATION. Exempts the incumbent local exchange carrier from the provisions of chapter 269, HRS, relating to rates, fares, and charges and requires rate filings with the PUC for information purposes only.

RELATING TO COMMUNICATIONS FRAUD. Establishes the offense of communication service fraud in the first and second degrees. Provides civil remedies. Authorizes forfeiture. Establishes evidentiary presumption. Adds definitions.

· By Email: Testimony may be emailed if less than 5 pages in length, to the Committee at EDTTestimony@Capitol.hawaii.gov . Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
