Establishes a general excise tax exemption for all of the proceeds arising from the provision of flight instruction.

RELATING TO ADVANCED FLIGHT SIMULATOR TRAINING.

Adds businesses engaged in advanced flight simulator training for pilots, dispatchers, mechanics, or air traffic controllers to the definition of "qualified business" under the state enterprise zone law.

Provides an income tax credit for employers when their employees telecommute for work.

RELATING TO TELEWORK.

Establishes the telework task force to develop a comprehensive plan that will encourage and expand telework opportunities in Hawaii while reducing harmful environmental impacts, traffic congestion, the dependence on fossil fuels, and encourage a better quality of life for people who commute to work in Hawaii.  Makes an appropriation.

RELATING TO HIGH TECHNOLOGY.

Clarifies the operation of the high technology research and development loan and grant program to allow the State to catch up to increased federal award amounts since 1989.  Gives priority to first-time small business innovation research and small business technology transfer award or contract recipients.  Allows, rather than requires, the grant program to borrow funds from the Hawaii capital loan revolving fund.

RELATING TO COMMUNITY-BASED ECONOMIC DEVELOPMENT.

Authorizes the Hawaii community‑based economic development revolving fund to receive funding from any source; repeals prohibition on reallocation of funds from loan program to grant program and reduces the maximum interest rate on the loans from 10% to 6%; reduces limit on applicant's total loan balance from $500,000 to $250,000; deletes requirement that advisory council members be reimbursed for expenses from the revolving fund; clarifies nonprofit determination.

Establishes the Shared Services Technology Special Fund to allow departments and agencies to pool resources for common technology systems, hardware, and software.

Establishes two permanent exempt positions within the Department of Accounting and General Services for the purpose of acquiring and applying highly specialized technology skills and knowledge.

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Committee at EDTTestimony@Capitol.hawaii.gov .  Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
