RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Establishes an advisory committee to provide oversight of the Hawaii teacher standards board and provide the governor with lists of nominees for appointment to the board; requires annual report of the advisory committee to the board of education and the legislature; authorizes the board to hire an executive director; authorizes the Hawaii teacher standards board to suspend its policies, rules, and standards when required by extenuating circumstances, and determine how it collects license fees (part I); authorizes the Hawaii teacher standards board to coordinate an effort that creates a data interface network to promote the free interchange of information among public and private Hawaii teacher education institutions and the department of education; appropriates funds (part II). RELATING TO THE TEACHER EDUCATION COORDINATING COMMITTEE. Clarifies membership requirements of the teacher education coordinating committee.

RELATING TO CHARTER SCHOOLS. Clarifies civil service status of employees at 2 conversion charter schools, Waialae and Lanikai elementary schools.

RELATING TO EDUCATION. Clarifies that no teacher may be employed as an emergency hire for more than three consecutive years; unlicensed teachers employed as emergency hires after June 30, 1997, but prior to July 1, 2008, may be employed on an emergency basis for no more than four consecutive years. RELATING TO FOOD WASTE RECYCLING. Requires the department of education, in a partnership with the department of health, to establish a three-year food waste recycling pilot project in one or more public schools. Allows departments to enter into public/private partnerships to establish and operate the pilot program. Appropriates funds for the pilot program. (SD1)

RELATING TO CAPITAL IMPROVEMENT PROJECTS. Directs the legislative reference bureau to review the memorandum of understanding between the department of education and the department of budget and finance for the allotment of capital improvement projects, to replicate the processes of the memorandum of understanding for use by other state agencies. RELATING TO CHARTER SCHOOLS. Clarifies the functions, duties, and roles of the charter school review panel in the administration and operation of charter schools, and improves fiscal and budgetary accountability. (SD2)

RELATING TO INTERSTATE COMPACT ON EDUCATIONAL OPPORTUNITY FOR MILITARY CHILDREN. Enacts the interstate compact on educational opportunity for military children to remove barriers to educational attainment faced by children of military families due to frequent moves and deployment of parents. (SD2)
