RELATING TO AFFORDABLE HOUSING. Requires counties to offer incentives for affordable housing development. Requires counties to provide flexibility in public facility requirements for rental housing projects with units for tenants at or below median income levels, 40 percent of which units are for tenants with incomes 80 percent or below the median. RELATING TO AFFORDABLE HOUSING PROJECTS. Authorizes general obligation bond funds for affordable housing projects. Allows the funds to be used to match federal funds that may be appropriated under any federal fiscal stimulus legislation. (HB1221 HD1)

RELATING TO SUSTAINABLE AFFORDABLE HOUSING. Requires a portion of housing units in residential developments constructed with state assistance, on land purchased or leased from the State and on land located in a community development district, to be sold pursuant to restrictions that ensure continued affordability over time. RELATING TO PUBLIC HOUSING. Requires the Hawaii public housing authority to establish a minimum rent schedule. Requires a minimum monthly rent for state public housing units and annual Consumer Price Index adjustment of minimum rent. Prohibits preferences for tenant selection. (HB1694 HD2)

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION. Makes necessary housekeeping amendments to chapter 201H, Hawaii Revised Statutes; authorizes the imposition of service fees to recoup program administrative expenses. (HB1045 HD1)

RELATING TO EDUCATION. Authorizes the Hawaii teacher standards board to suspend its policies, rules, and standards when required by extenuating circumstances. Authorizes the board to determine how it collects license fees. (HB183 HD1)

RELATING TO AGRICULTURE. Amends the permitted uses of land within the agricultural district with soil classifications of A or B to include educational facilities and agricultural appurtenances. (HB1436 HD1)

RELATING TO CHARTER SCHOOLS. Eliminates the per-pupil method of funding for charter schools, requiring the charter schools to follow the same budgetary request process as other state agencies. Requires the Charter School Administrative Office to submit a report of all means of financing with its budgetary request to the Director of Finance. (HB1686 HD2)

RELATING TO EDUCATION. Creates the Facilities Alignment Commission to establish criteria for the selection of public schools to be constructed, expanded, consolidated, or closed, and recommend a list of areas for new school construction, and of schools for expansion, consolidation, or closure. Requires the Board of Education to comply with these recommendations if the Legislature does not disapprove of them in their entirety. (HB1376 HD1)

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:00 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
