RELATING TO TEACHERS. Appropriates funds to school complex areas for academic coaches, professional development, and teacher retention.

Increases the general excise tax to fund public education; exempts groceries, certain medical expenses, and a portion of rent from the general excise tax; establishes a state earned income tax credit; establishes a tax credit for volunteer services performed in public schools; increases the standard deduction; establishes an education funding commission to provide oversight for general excise tax revenues deposited into the newly created education special fund.

PROPOSING AMENDMENTS TO THE HAWAII STATE CONSTITUTION RELATING TO ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS. Proposes a constitutional amendment to authorize the State to issue special purpose revenue bonds and use the proceeds from the bonds to assist not-for-profit organizations that support charter schools.

RELATING TO EDUCATION. Authorizes the board of education to remove for cause a member of the charter school review panel; requires a charter school to comply with board and department of education policies and directives; deletes the requirement that the board adopt rules for placing a charter school on probation or revoking a charter.

RELATING TO CHARTER SCHOOLS. Repeals the charter schools funding formula for two years and creates a new funding formula to be enacted on July 1, 2011. Makes a general revenue appropriation for charter schools for FY 2009-2010 and FY 2010-2011. Revises the duties of the Charter School Review Panel.

RELATING TO EDUCATION. Proposed SD1: Clarifies the transfer of responsibility for repair and maintenance of equipment and fixtures in school facilities from the department of accounting and general services to the department of education; provides a temporary exemption from chapter 103 and 103D, Hawaii Revised Statutes, to the department of education in order to expedite repair and maintenance capital improvement projects.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
