RELATING TO SCHOOL COMMUNITY COUNCILS. Requires the Superintendant of Education, under policies established by the Board of Education, to conduct all elections for school community councils.

RELATING TO TEACHERS. Provides incentives for the recruitment and retention of public school teachers.

RELATING TO EDUCATION. Establishes and funds a Hawaii beginning teacher induction center pilot program to assist in the development and retention of highly qualified teachers in the State's public schools.

RELATING TO EDUCATION. Clarifies that unlicensed teachers employed as emergency hires prior to July 1, 2008, may be employed on an emergency basis for no more than four years.

RELATING TO TEACHER LICENSURE. Repeals requirement that the Hawaii teacher standards board must notify the court that the individual being tried by the court for a sexual offense is a teacher.

RELATING TO EDUCATION. Authorizes the issuance of general obligation bonds to fund department of education repair and maintenance projects.

RELATING TO TEACHERS. Establishes the teacher housing allowance program to provide housing assistance to teachers employed in schools in geographically isolated areas or hard-to-fill positions within the State. Appropriates funds for the program and appropriates funds for repair and maintenance of existing teacher housing. Requires the department of education to report to the legislature on teacher housing options.

RELATING TO TEACHER HOUSING. Establishes an affordable housing program and a second mortgage revolving fund for public school teachers. Appropriates funds for the repair and maintenance of teacher housing and for the second mortgage loans for public school teachers.

MAKING AN APPROPRIATION TO ASSIST GEOGRAPHICALLY ISOLATED SCHOOLS UNDER THE WEIGHTED STUDENT FORMULA. Appropriates funds for FY 2009-2010 for school-based budgeting (EDN 100) as an additional amount for travel and associated costs to assist students of geographically isolated schools to explore academic enhancement.

RELATING TO EDUCATION. Prohibits movement of junior kindergarten and kindergarten students between tiers, except under certain circumstances. Prohibits a junior kindergartener from directly graduating to the first grade. Establishes a separate curriculum for the junior kindergarten program. Requires the department of education to staff junior kindergartens with qualified preschool teachers and teacher aides. Appropriates funds for the implementation of a junior kindergarten program with a certain student-teacher ratio.

· By Email: Testimony may be emailed if less than 5 pages in length, to the Committee at EDHTestimony@Capitol.hawaii.gov . Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
