RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Authorizes the Hawaii public housing authority to assess all the units in a public housing project for common expenses.

RELATING TO TAXATION. Increases the allowable annual and lifetime deductions from gross income for a taxpayer's contribution to their individual housing account.

RELATING TO OWNER-BUILDERS. Increases period prohibiting sale or lease by owner-builder from 1 to 2 years, and requires that an exemption from licensing requirements is given no more than once in 3 years.

RELATING TO DISCRIMINATION IN REAL PROPERTY TRANSACTIONS. Amends the definition of "familial status" to specify that a non‑parent individual cohabiting with any minor children must have evidence of legitimate consent of the child's parent to qualify for "familial status" under the state housing laws.

RELATING TO HOUSING. Allows a county legislative body 90 instead of 45 days to approve, approve with modifications, or disapprove an affordable housing project.

RELATING TO HOUSING. Requires a county to accept or reject within sixty days a dedication request from an affordable, workforce, mixed-use, or rental housing project constructed under chapter 201H, Hawaii Revised Statutes, to connect its infrastructure to the county's infrastructure.

RELATING TO KAKAAKO. Increases the reserved housing requirement for a planned development to twenty-five per cent of floor space in the Kakaako community development district, mauka area for lots three acres or more in size.

Establishes a special master and an advisory council to develop a comprehensive plan to assist the Hawaii public housing authority in resolving the health and safety violations at public housing projects statewide; appropriates funds from the public housing revolving fund.

RELATING TO PUBLIC HOUSING. Amends criminal trespass in the first degree to include a person who enters or remains unlawfully in or upon the premises of a public housing project after reasonable request or warning to leave by housing authorities or a police officer. Excludes an invited guest.
