RELATING TO BOARD OF EDUCATION MEETINGS. Authorizes the board of education to file any meeting notice that specifies legislation or legislation-related agenda items no fewer than two calendar days before a meeting during the period from the convening of the legislature in regular session to adjournment sine die of each regular session, and during any special session of the legislature.

RELATING TO LEGAL SERVICES. Authorizes the board of education to employ or retain its own independent legal counsel.

RELATING TO TAXATION. Increases income tax check-offs in support of public education and public libraries.

RELATING TO EDUCATION. Authorizes the Hawaii teacher standards board to suspend its policies, rules, and standards when required by extenuating circumstances. Authorizes the board to determine how it collects license fees.

RELATING TO EDUCATION. Authorizes the Hawaii teacher standards board to coordinate an effort that creates a data interface network to promote the free interchange of information among public and private Hawaii teacher education institutions and the department of education. Appropriates funds.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Establishes an advisory committee to provide oversight of the Hawaii teacher standards board and provide the governor with lists of nominees for appointment to the board; requires annual report of the advisory committee to the board of education and the legislature; authorizes the board to hire an executive director.

RELATING TO EDUCATION. Allows the Department of Education to hire individuals with professional experience and university degrees as exceptional teachers. Authorizes alternative ways to become licensed, based on performance-based standards and giving credit for prior teaching experience in public schools outside of Hawaii and at accredited private schools, colleges, or universities.

RELATING TO EDUCATION. Removes references to demotion as an action that may be taken by the department of education against a department of education teacher.

RELATING TO THE FEDERAL GRANTS SEARCH, DEVELOPMENT, AND APPLICATION REVOLVING FUND. Expands the allowable use of the federal grants search, development, and application revolving fund to include monitoring and auditing. Changes the name of the fund to reflect the new allowable uses.

RELATING TO SCHOOL MEALS. Adds a definition of "school meals" to include breakfast and lunch; clarifies that the department of education shall set prices for all school meals, based on the previous year's cost.

RELATING TO CRIMINAL HISTORY RECORD CHECKS. Authorizes the department of education to conduct criminal history record checks on volunteers in positions that place them in close proximity to children.

RELATING TO EDUCATION. Establishes a two-year pilot project within a designated complex area, which authorizes the complex area superintendent to reallocate resources within the schools in the complex area to achieve greater efficiency and cost-effectiveness; exempts the designated complex area from any department-wide budget reductions or restrictions during the 2-year pilot; requires interim and final reports to the legislature.

RELATING TO EDUCATION. Clarifies the transfer of responsibility for repair and maintenance of equipment and fixtures in school facilities from the department of accounting and general services to the department of education.

RELATING TO THE DEPARTMENT OF EDUCATION. Establishes minimum qualifications for administrator and project managers of the department of education's facilities services branch.

RELATING TO PUBLIC SCHOOL FACILITIES. Requires construction and renovation of public school facilities to meet the Collaborative for High Performance Schools standards. Requires replacement of old portable buildings with high performance classrooms. Also requires prioritization of public school facilities projects in accordance with certain criteria.

Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
