RELATING TO EDUCATION. Repeals annual increment and step salary increases for department of education teachers and educational officers.

RELATING TO PUBLIC SCHOOL CAFETERIA WORKERS. Clarifies that public school cafeteria workers employed after July 1, 2009, will be compensated for a ten-month period and compensation will be prorated over a twelve-month period. Cafeteria workers employed prior to July 1, 2009, will continue to receive compensation over a twelve-month period.

RELATING TO EMPLOYMENT. Transfers administrative authority of the agriculture education program from the department of education to the department of labor and industrial relations; appropriates funds from the employment and training fund to continue implementation of the agriculture education program.

RELATING TO WORKFORCE DEVELOPMENT. Address workforce development issues within the State through various initiatives, programs, and appropriations. Extends the educational workforce working group for 2 years.

RELATING TO SCHOOLS. Authorizes the superintendent of education, notwithstanding collective bargaining agreements, memorandums of agreement or memorandums of understanding, to reconstitute any public school except a charter school; recommends to the charter school review panel specific actions that should be taken to reconstitute a charter school; and recommends that the charter school review panel revoke a charter for any school that has been in restructuring for three or more years.

· In person: 1 copy of their testimony to the committee clerk, Room 230, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
