RELATING TO CIVIL SERVICE LAW. Increases effectiveness and efficiency by affirming that positions in the Hawaii National Guard sponsored youth and adult educational programs are exempt from civil service requirements. (SD1)

RELATING TO FAMILY LEAVE. Grants family leave to an employee during any calendar year to provide family care and support during the military deployment of the employee's child, spouse or reciprocal beneficiary, or parent. Requires an employee to provide proof of military deployment. Defines military deployment. Effective 7/1/2015.

RELATING TO STATE DEPARTMENTS. Clarifies the role of the department of business, economic development, and tourism with respect to making recommendations to other state departments. Makes the recommendations and actions subject to legislative review. (SD2)

RELATING TO COMMUNITY-BASED ECONOMIC DEVELOPMENT. Authorizes the Hawaii community‑based economic development revolving fund to receive funding from any source. Repeals prohibition on reallocation of funds from loan program to grant program and reduces the maximum interest rate on the loans from 10% to 6%. Reduces limit on applicant's total loan balance from $500,000 to an unspecified amount. Deletes requirement that advisory council members be reimbursed for expenses from the revolving fund. Clarifies nonprofit determination. (SD2)

RELATING TO HIGH TECHNOLOGY. Clarifies the operation of the high technology research and development loan and grant program to allow the State to catch up to increased federal award amounts. Provides that the High Technology Development Corporation may provide a grant to any small business in Hawaii that receives federal small business innovative research or technology transfer awards. Gives preference to qualified businesses receiving their first award over multiple award grantees. (SD2)

RELATING TO AEROSPACE. Establishes an aerospace advisory committee to assist the legislature and state agencies in development of the aerospace industry in the State. (SD2)

RELATING TO GOVERNMENT SHARED SERVICES TECHNOLOGY. Establishes the shared services technology special fund to allow departments and agencies to pool resources for common technology systems, hardware, and software. (SD2)

RELATING TO ADVANCED FLIGHT SIMULATOR TRAINING. Adds businesses engaged in advanced flight simulator training for pilots, dispatchers, mechanics, or air traffic controllers to the definition of "qualified business" under the state enterprise zone law. (SD1)

RELATING TO TUITION ASSISTANCE. Broadens the scope of the tuition assistance to Hawaii national guard members attending the University of Hawaii and appropriates funds for that purpose. (SD1)

RELATING TO OWNER-BUILDERS. Increases period prohibiting sale or lease by owner-builder from 1 to 2 years unless due to circumstances beyond control of the owner or lessee as determined by the contractors licensing board; requires that an exemption from licensing requirements is given no more than once in 3 years; clarifies violation provisions. RELATING TO INTOXICATING LIQUOR. Requires liquor licensees with certain classes of licenses to carry liability insurance as a condition of acquiring and renewing a license. Requires liquor liability insurers to notify the county liquor commissions upon a termination, rejection, or nonrenewal of a licensee's coverage. (SD2)

RELATING TO TECHNOLOGY. Implements key recommendations of the Hawaii broadband task force by establishing the Hawaii broadband commissioner (HBC) in the department of commerce and consumer affairs (DCCA). Transfers functions relating to telecommunications from the public utilities commission to the HBC and functions relating to cable services from DCCA to the HBC. Establishes a work group to develop procedures to streamline state and county broadband regulation, franchising, and permitting and report to the legislature. (SD2)

RELATING TO PROCUREMENT. Clarifies procurement code to require a final decision to be issued within thirty days of the receipt of the request for hearing. Requires a judicial decision within thirty days of the filing of the application for judicial review. In either case, imposes a thirty day limit for resolution or the award of the procurement stands. RELATING TO REAL PROPERTY. Clarifies provisions contained in long-term commercial and industrial ground leases. (SD2)

RELATING TO CRIMINAL HISTORY RECORD CHECKS BY COUNTIES. Authorizes the counties to conduct criminal history record checks on taxicab drivers and applicants for taxicab driver's certificates. Eff 7/1/2050. (SD1)

RELATING TO SMALL BUSINESS. Makes various administrative and technical amendments to the small business regulatory flexibility act. Codifies the small business bill of rights. Effective 01/01/90. (SD2)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
