RELATING TO KAUAI VETERANS CEMETERY. Appropriates moneys for fiscal year 2009-2010 and fiscal year 2010-2011 for the repair and maintenance of the Kauai veterans cemetery.

Ensures adequate and appropriate health care services for Hawaii's veterans receiving health care services at the Yukio Okutsu state veterans home by providing the department of defense, office of veterans services with greater access and input into the veterans home's operations. MAKING AN APPROPRIATION FOR THE HAWAII CIVIL AIR PATROL. Makes appropriation for expenses of the Hawaii wing, civil air patrol.

RELATING TO ARMED SERVICES. Provides an exemption from vehicle taxes and registration fees for members of the armed services, including members of the National Guard and Reserves, who were disabled in the line of duty while on active military service.

RELATING TO THE TAXATION OF ONLINE TRAVEL COMPANIES. Assesses the transient accommodations tax and the general excise tax on online travel companies that facilitate transient accommodations over the Internet.

RELATING TO GENERAL EXCISE TAXATION. Excludes from the general excise tax, amounts received by a managed care support contractor of the TRICARE program for the actual cost or advancement to third party health care providers pursuant to a contract with the United States.

RELATING TO INTOXICATING LIQUOR. Requires liquor licenses to carry liability insurance as a condition of acquiring and renewing a license. Requires liquor liability insurers to notify the county liquor commissions upon a termination, rejection, or nonrenewal of a licensee's coverage.

RELATING TO MASS TRANSIT ROUTE ECONOMIC ZONES. Creates a task force to recommend parameters for the creation of mass transit route economic zones including eligibility and benefits and incentives such as tax credits. Report to legislature, including process to designate economic zones and incentives to attract businesses and affordable housing to encourage ridership. Task force terminates on 06/30/10.

RELATING TO SKILLED NURSING FACILITIES. On 1/1/2010, treats each new skilled nursing facility or facility expanding its operations outside an enterprise zone as operating within an enterprise zone for purposes of eligibility to receive all benefits provided in enterprise zones. Adds definition of skilled nursing facility. Amends definition of medical and health care services.

RELATING TO SCIENCE AND TECHNOLOGY. Establishes a task force to develop the Hawaii state science and technology plan. Appropriates funds.

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Moves natural energy laboratory of Hawaii authority to the department of budget and finance for administrative purposes. Expands the number of directors for NELHA to thirteen. Modifies appointment process for directors. Removes requirement that chairperson and secretary of the research advisory committee serve as directors.

RELATING TO TOURISM. Appropriates funds for the application of a spaceport license from the Federal Aviation Administration to establish space tourism in Hawaii.

RELATING TO A TECHNOLOGY MASTER PLAN. Creates a high technology industry task force, attached to the high technology development corporation, to develop a state master plan for high technology prior to the convening of the 2011 regular session and updated every 2 years thereafter.

RELATING TO THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION. Directs the high technology development corporation to establish a technology industrial park for military technology research and development.

RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE. Requires the dismissal of a protest of an award of a contract if the reason for the protest is based upon an error in a bid that is less than one per cent of the bid amount.

RELATING TO LIMITED LIABILITY COMPANIES. Creates an optional "ingenuity company" designation for LLCs. Requires an LLC with an ingenuity company designation to exercise its right to exclude conferred by any patent it has an interest in for a public purpose. Establishes reporting requirements.

RELATING TO GENERAL EXCISE TAX. Establishes an annual exemption from the general excise tax on the purchase of school supplies of less than $50 per purchase and computers, computer software, and computer supplies of less than $750 per purchase made between 12:01 A.M. on the last Friday in July and 11:59 P.M. the following Sunday.

DECISION MAKING TO FOLLOW
