Provides a veterans scholarship program at the University of Hawaii and other approved educational institutions.

RELATING TO TAXATION.

Adopts amendments to Hawaii tax laws to implement the streamlined sales and use tax agreement.

RELATING TO THE STATE VEHICLE WEIGHT TAX.

Provides for the exemption of vehicle weight taxes for one noncommercial vehicle per veteran.

RELATING TO PLANNING.

Establishes a commission in the Office of Planning to identify and prioritize the return to the State of federal lands that are no longer needed for national defense or federal purposes.

RELATING TO MEDICAL ENTERPRISE ZONES.

Establishes medical enterprise zones in the State to encourage the development of medical and research services.  Creates a 7-year pilot medical enterprise zone in West Maui.

RELATING TO INTOXICATING LIQUOR.

Creates a 2-year program that allows liquor establishments to obtain a liquor license from the liquor commission if they have obtained temporary tax clearance from the department of taxation by entering into a payment plan with the department for the payment of taxes.

Status

RELATING TO FAMILY LEAVE.

Allows an employee to use family leave during any calendar year to provide family care and support during the military deployment of the employee's child, spouse or reciprocal beneficiary, or parent.  Requires an employee to provide proof of military deployment.  Defines military deployment.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
