RELATING TO NATUROPATHIC MEDICINE.

Amends the title of the chapter regulating naturopathy to "naturopathic medicine"; defines "naturopathic medicine"; authorizes naturopathic physicians to administer parenteral therapy; authorizes naturopathic physicians to obtain Federal Drug Enforcement Administration registration; authorizes temporary license to licensed out-of-state naturopathic physicians in a declared public health emergency. RELATING TO HEALTH CARE PROFESSIONALS.

Allows nurse practitioners, advanced practice registered nurses, and physician assistants, who provide the actual care, to sign certain medical certification forms for their patients applicable to the care provided within each practitioner's scope of practice. (SD1)

RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Requires insurers, mutual and fraternal benefit societies, and health maintenance organizations to recognize advanced practice registered nurses as primary care providers. Grants global signature authority and prescriptive rights. Amends definition of advanced practice registered nurse. (SD1)

Allows an advanced practice registered nurse who provides care to a patient requesting medical certification forms, the authority to sign certifications applicable to the care provided within the advanced practice registered nurse's scope of practice.

RELATING TO MEDICAL ORDERS.

Clarifies that a physician assistant acts as agent of the supervising physician when issuing a medical order and the order is deemed to be issued by the supervising physician. Clarifies that when following a medical order issued by a physician assistant, a registered nurse follows a medical order issued by the supervising physician for whom the physician assistant acts as agent. Does not relieve physician assistants or registered nurses from exercising due care in performing within their respective scope of practice. (SD1)

RELATING TO PSYCHOLOGISTS.

Authorizes prescriptive authority for qualified psychologists who practice at a federally qualified health center.

RELATING TO HEALTH.

Makes amendments to clarify the support and expansion of new technology in the use of telemedicine; clarifies that telehealth is within the scope of a physician's practice. (SD1)

RELATING TO REMOTE DISPENSING.

Authorizes remote dispensing pharmacies to provide medications to patients with health insurance coverage; allows remote dispensing pharmacies to dispense controlled substances. (SD1)

RELATING TO HEALTH.

Requires the department of health to review emergency plans and develop guidelines of all dialysis centers in the State to ensure the safety of dialysis patients in the event of a public emergency; requires the department to post on its website a list of all dialysis centers in Hawaii that have backup emergency generators with the capacity to sustain dialysis treatments and maintain their water treatment system. Requires DHS to include in its request for proposals for QUEST providers various provisions to safeguard against disruption of services that may be caused by positive enrollment.

RELATING TO THIRD PARTY LIABILITY FOR MEDICAID.

Ensures state compliance with the Deficit Reduction Act of 2005 (P.L. 109-171) by strengthening the State's ability to identify and obtain payments from first or third party payers that are legally responsible to pay for health care services received by medicaid recipients primary to medicaid. (SD1)

RELATING TO INTOXICATING LIQUOR.

Requires liquor licenses to carry liability insurance as a condition of acquiring and renewing a license. Requires liquor liability insurers to notify the county liquor commissions upon a termination, rejection, or nonrenewal of a licensee's coverage. (SD1)

Makes various administrative, technical amendments to the liquor license and liquor tax laws.

Directs the state building code council to establish standards and criteria allowing the use of bamboo as an accepted construction material.
