RELATING TO THE PUBLIC UTILITIES COMMISSION. Directs public utilities commission to require that each electric utility invest a percentage of its net income in expanding, upgrading, improving, replacing, or hardening its generation and transmission infrastructure.

RELATING TO PUBLIC UTILITIES. Requires that a public utility's automatic fuel rate adjustment clause include provisions that the cost of fuel shall be determined on a calendar basis and shall be equal to the average of the three lowest of the four weekly averages of the spot daily price of the fuel in regional areas of the United States.

RELATING TO THE PUBLIC UTILITIES COMMISSION. Requires the public utilities commission to notify the public about new regulatory proceedings via its website and changes the deadline for intervention in certain proceedings to be no later than 20 days after posting of the preceding notice on the commission's website.

RELATING TO PUBLIC UTILITIES. Requires the public utilities commission to consider other telecommunications services when determining competition in the switched access telephone service market.

RELATING TO GAS PIPELINE SYSTEMS. Repeals the Public Utilities Commission's responsibility for pipeline safety and inspection functions in Hawaii because this has been the responsibility of the Federal Office of Pipeline Safety since 1993.

RELATING TO DECEPTIVE TRADE PRACTICES. Clarifies prohibition on deceptive trade practices to prohibit advertisement of goods or services that violate any federal, state, or county law, ordinance, rule, or regulation.

RELATING TO APPRAISALS. Requires a real estate appraiser to comply with the Uniform Standards of Professional Appraisal Practice when acting as an appraiser in an arbitration to determine the fair market value of real estate.

RELATING TO GEOGRAPHIC LIMITATIONS ON TIME SHARES. Repeals the authority to have time share units in an existing hotel in a county with a population in excess of 500,000 if the property has at least 60 units and at least 40% of the units are made available for sale as residential apartments or rented as residential apartments.
