RELATING TO MOTOR VEHICLE INSURANCE. Clarifies eligibility to make a claim for coverage under the joint underwriting plan.

RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT. Allows motor vehicle dealers of used vehicles to have in their possession reasonable indicia of ownership or right of possession, as an alternative to a legal ownership certificate, when selling the used vehicle.

RELATING TO MOTOR VEHICLE EXPRESS WARRANTY ENFORCEMENT. Amends Hawaii's "lemon law" to include motorcycles in the definition of "motor vehicles."

RELATING TO MOTOR VEHICLE INSURANCE. Requires all vehicles to display a decal affixed to the rear bumper as proof of insurance.

RELATING TO MOTOR VEHICLE INSURANCE. Prohibits the return of unearned premiums after cancellation of a motor vehicle insurance policy unless the insured provides proof of alternate coverage or proof of transfer of title, theft of the vehicle, or inoperability of the vehicle.

RELATING TO INSURANCE. Amends Act 177, Session Laws of Hawaii 2008 (Life Settlements Model Act) by repealing the requirement that the insurance commissioner report annually to the legislature on the implementation and effects of Act 177 and by making the Act permanent.

RELATING TO PROFESSIONAL EMPLOYER ORGANIZATIONS. Requires professional employer organizations to register with the department of commerce and consumer affairs.

RELATING TO ATHLETIC TRAINERS. Requires licensing of athletic trainers.

RELATING TO HAWAII MADE PRODUCTS. Increases the percentage required for wholesale value added manufacture, assembly, fabrication, or production within the State which is labeled "made in Hawaii."

· In person: 1 copy of their testimony to the committee clerk, Room 231, State Capitol.
· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
Please note: If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally. A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
