RELATING TO THE ONE CALL CENTER.

Protects Hawaii's underground infrastructure by making the One Call Center pilot program permanent.  Since 2004, the Center has become the central database for utility operators, contractors, and excavators attempting to locate underground gas, electric, telecommunication, cable, water, and sewer lines.

RELATING TO PUBLICATION OF HEARING NOTICES.

Saves money by allowing the Public Utility Commission to provide hearing notices to only the island(s) affected by a public utility proposal for change in utility rates and ratemaking procedures.  Hearing notices will continue to be sent to those directly impacted by any proposed changes.

RELATING TO MOTOR VEHICLE INSURANCE.

Creates a driver exclusion endorsement to enable a named insured to exclude specified persons from being covered under a policy.

RELATING TO CONSUMER PROTECTION.

Prohibits the Office of Consumer Protection from making consumer complaints publicly available in cases where the complaint was resolved in favor of the business against which the complaint was filed.

RELATING TO PATIENT PRESCRIPTION INFORMATION.

Prohibits, except for certain limited purposes, the use, transfer, licensing, or sale of a patient's prescription information for any commercial purpose.

RELATING TO MOBILE BILLBOARDS.

Amends the restrictions on the use of mobile billboards and provides for penalties.  Exempts businesses using advertising devices used in the daily function of the business.

RELATING TO THE HAWAII REGISTERED AGENTS ACT.

Adopts provisions of the Model Registered Agents Act, which streamlines business registration filings for registered agents who accept service of process on behalf of businesses in Hawaii, particularly commercial agents who are in the business of serving as agents.

RELATING TO DISCRIMINATION.

Prohibits discrimination in real property transactions based on lawful source of income.

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

·         By Web: Testimony may be submitted online if less than 4MB in size, at http://www.capitol.hawaii.gov/emailtestimony.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Committee at CPNTestimony@Capitol.hawaii.gov .  Please indicate the measure, date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

Please note:  If you submit your written testimony after 4:30 p.m. the day prior to the hearing, please sign-in at the staff table to testify orally.  A copy of your testimony may not be available during the hearing but will be posted online for the public after the hearing. 

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
