RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Exempts, under certain conditions, sales of electricity generated by NELHA from renewable energy sources from regulation by the public utilities commission when those sales are made to users located on adjacent property that is leased from the State. RELATING TO CONDOMINIUMS. Gives boards of directors authority to install or allow the installation of solar energy or wind energy devices on the common elements of condominiums. (SD2)

RELATING TO NATUROPATHIC MEDICINE. Amends the title of chapter 455 to "naturopathic medicine" and amends references therein; defines "naturopathic medicine"; changes the name of the board of examiners in naturopathy to the board of naturopathic medicine and authorizes the board to make rules; authorizes temporary license to licensed out-of-state naturopathic physicians in a declared public health emergency. RELATING TO DENTISTRY. Amends dental licensing laws so that a dentist enrolled in an American Dental Association Commission on Dental Accreditation accredited dental residency program can be granted a temporary license for the duration of the program. Effective July 1, 2020. (SB426 HD1)

RELATING TO TEMPORARY LICENSURE OF DENTISTS. Clarifies that the board of dental examiners may issue a community service license to practice dentistry while the person is in the employment of the department of health. Clarifies that the board of dental examiners may issue a temporary license to practice dentistry while the person is contracted by the department of health to conduct dental education and training. Effective July 1, 2020. (SB933 HD1)

RELATING TO DEPARTMENT OF HEALTH CERTIFICATES. Repeals the requirement for a sanitation certificate to be issued for county business licenses for the operation of a lodging or tenement house, group home, group residence, group living arrangement, hotel, or boarding house. The City and County of Honolulu no longer requires business licenses for these facilities because of Act 35, Session Laws of Hawaii 2001, so the sanitation certificate is unnecessary for Oahu. The counties of Kauai, Maui, and Hawaii never required a sanitation certificate for these types of businesses.

RELATING TO INSURANCE. Requires direct payment for the provision of pre-hospital ambulance treatment and transport services. Requires insurance entities contracting with the State to provide Medicaid coverage to enter into written contracts with a minimum of 50 percent of hospitals and providers in their coverage area. · The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
