WAS IN THE PUBLIC INTEREST AND THE FEASIBILITY OF THE PUBLIC UTILITIES COMMISSION ACQUIRING THE INCUMBENT LOCAL EXCHANGE CARRIER AND OPERATING IT AS A COOPERATIVE VENTURE.
