RELATING TO WORKERS' COMPENSATION.

Increases the fee schedule of compensation for medical care in workers' compensation cases from 110% to 150% of the Medicare Resource Based Relative Value Scale system applicable to Hawaii as prepared by the United States Department of Health and Human Services.

RELATING TO TECHNOLOGY.

Implements key recommendations of the Hawaii Broadband Task Force by establishing the Hawaii Communications Commission (HCC) and the Hawaii Communications Commissioner in the Department of Commerce and Consumer Affairs (DCCA).  Transfers functions relating to telecommunications from the Public Utilities Commission to HCC and to cable services from DCCA to HCC.  Establishes a work group to develop procedures to streamline state and county broadband regulation, franchising, and permitting and report to the Legislature.  (HB984 HD1)

RELATING TO ENHANCED 911 SERVICES.

Lowers costs for cell phone subscribers by reducing the Wireless Enhanced 911 surcharge from 66 to 29 cents.  Places limits on expenditures from Wireless Enhanced 911 Fund.  Adds conflict of interest provisions.  (HB1014 HD1)

RELATING TO NONGOVERNMENT HEALTH PLAN PAYMENTS TO CRITICAL ACCESS HOSPITALS AND FEDERALLY QUALIFIED HEALTH CENTERS.

Requires mutual and fraternal benefit societies, health maintenance organizations, and health plans other than government payers to pay: (1) critical access hospitals no less than 101% of costs for services; and (2) federally qualified health centers no less than their respective prospective payment system rates. RELATING TO REMOTE DISPENSING PHARMACIES.

Allows remote dispensing pharmacies to operate on islands without a pharmacy, provide medications to patients with health insurance, and dispense controlled substances under certain conditions.  (HB655 HD1)

RELATING TO REGISTERED NURSES.

Removes, for a foreign nursing school graduate applying for licensure by examination for registered nurses in Hawaii, the requirement to obtain certification from the Commission on Graduates of Foreign Nursing Schools.  Requires the Board of Nursing to adopt rules requiring submission of the Breakdown of Educational Program for International Nursing Programs form and a certified school transcript.  (HB811 HD1)

RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Requires insurers, mutual and fraternal benefit societies, and health maintenance organizations to recognize advanced practice registered nurses as primary care providers.  Grants increased signature authority and prescriptive rights.  Amends definition of advanced practice registered nurse.  (HB1378 HD1)

RELATING TO GENETIC COUNSELORS.

Establishes the Genetic Counseling Licensure Program within Department of Commerce and Consumer Affairs.  Requires licensure in order to use the title of "licensed genetic counselor".  Provides exemptions from licensure requirements.  (HB1362 HD1)

RELATING TO PREPAID CALLING CARDS.

Requires companies selling prepaid calling cards to disclose the terms and services of the cards.  Makes a violation of disclosure requirement an unfair or deceptive act or practice.

RELATING TO RESIDENTIAL REAL PROPERTY.

Prohibits transfer fees required by a deed restriction or covenant.  Effective 11/1/09.
