RELATING TO PUBLIC UTILITIES. Directs the public utilities commission to prepare a study on the creation of renewable energy zones and report its findings to the legislature.

RELATING TO PUBLIC UTILITIES. Requires the public utilities commission to treat switched access phone service as fully competitive.

RELATING TO PUBLIC UTILITIES. Requires the public utilities commission to consider other telecommunications services when determining competition in the switched access telephone service market.

RELATING TO CONTRACTORS. Amends the "handyman" exemption to contractor licensing law to include contracts that are no more than $1,600 for labor, exclusive of materials, taxes, and other items.

RELATING TO CONTRACTORS. Prohibits the resumption of work for any person who is issued a citation for operating without a contractor's license in good standing until a hearing is conducted, and makes the issuance of citations and cease and desist orders mandatory. Amends penalties.

RELATING TO INSURANCE. Repeals the statute that limits insurance coverage for punitive damages to contracts that specifically provide such coverage.

RELATING TO MOTOR VEHICLE INSURANCE. Limits assigned claims coverage to those who do not have any motor vehicle insurance at all.

RELATING TO THE MOTOR VEHICLE INDUSTRY LICENSING ACT. Allows motor vehicle dealers of used vehicles to have in their possession reasonable indicia of ownership or right of possession, as an alternative to a legal ownership certificate, when selling the used vehicle.

RELATING TO INSURANCE. Requires a business to provide commercial motor vehicle insurance coverage for delivery persons who use their own motor vehicles to make deliveries for the business.

RELATING TO CONSUMER CREDIT REPORTING AGENCIES. Bars credit reporting agencies from charging consumers who are at least 65 years old a fee for placing, lifting, or removing a security freeze on their credit reports. Provides an expedited manner for temporarily lifting a security freeze.

RELATING TO PAYDAY LENDING. Requires check cashing (deferred deposit) businesses to register with DCCA, post and provide consumers with rate, fee, and other information, keep records, and report to DCCA; regulates payment plans; exempts check casher fees and interest from general excise tax; regulates retailers who occasionally cash checks.

RELATING TO THE UNIFORM PRUDENT MANAGEMENT OF INSTITUTIONAL FUNDS ACT. Enacts Uniform Prudent Management of Institutional Funds Act to replace and update existing Uniform Management of Institutional Funds Act. Provides guidance and authority to charitable organizations concerning the management and investment of funds held by those organizations. Provides additional protections for charities and also protects the interests of donors. Modernizes rules governing expenditures from endowment funds. Gives institutions ability to cope more easily with fluctuations in the value of the endowment. Updates provisions governing the release and modification of restrictions on charitable funds to permit more efficient management of these funds.
