STATE OF HAWAII

SENATE RESOLUTION

urging the University of Hawaii Board of Regents to consider a strategic development plan to explore fundraising opportunities for the University of Hawaii – West Oahu campus.

     WHEREAS, in these difficult times when the economy is dwindling and the state budget is shrinking, state agencies need to look into a wide range of fundraising alternatives, even unconventional means; and

     WHEREAS, the new University of Hawaii – West Oahu campus in Kapolei is scheduled to open in 2011; and

     WHEREAS, the buildings and facilities of the University of Hawaii – West Oahu campus are not yet built; and

     WHEREAS, the University of Hawaii – West Oahu campus needs to attract stellar faculty; and

     WHEREAS, the University of Hawaii – West Oahu campus needs additional funds; now, therefore,

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, that the University of Hawaii Board of Regents is urged to consider a strategic development plan to explore fundraising opportunities for the University of Hawaii – West Oahu campus; and

     BE IT FURTHER RESOLVED that a strategic development plan include, at minimum:

     (1)  Near- and long-term capital resources necessary for development and maintenance of planned West Oahu campus buildings and facilities;

     (2)  Identified sources of public and private funding, and the duration of the funding; and

     (3)  Alternative sources of funds, such as through the auction of naming rights for West Oahu campus buildings and facilities; the development of affordable workforce housing in concert with development of the West Oahu campus; and other fundraising options as deemed appropriate; and

     BE IT FURTHER RESOLVED that the University of Hawaii Board of Regents is requested to submit a report of its findings and recommendations regarding a strategic development plan to explore fundraising opportunities for the University of Hawaii – West Oahu campus, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2010; and

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chair of the University of Hawaii Board of Regents, President of the

University of Hawaii System, and Chancellor of the University of Hawaii – West Oahu campus.
