SENATE CONCURRENT
RESOLUTION
requesting the department of accounting and general services to require all motor vehicles to use their headlights while driving in the capitol's parking structure.
WHEREAS, the State Capitol parking structure is an area of high traffic for both motor vehicles and pedestrians; and
WHEREAS, the parking structure is located underground and devoid of natural sunlight; and
WHEREAS, the parking structure's lighting has been reduced as a means of saving energy; and
WHEREAS, every year there are more than 600 traffic accidents involving pedestrians in Hawaii; and
WHEREAS, there have been several "close calls" in the past in which pedestrians were nearly struck by motor vehicles due to the parking structure's poor lighting; and
WHEREAS, parking structures are notorious for being safety hazards, creating a need for precautions to ensure the safety of the parking structure's occupants; and
WHEREAS, requiring all motor vehicles to use their headlights while driving in the capitol's parking structure could prevent a tragic accident from happening on State property; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the House of Representatives concurring, that the Department of Accounting and General Services is urged to require all motor vehicles to use their headlights while driving in the capitol's parking structure; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Department of Accounting and General Services.
