SENATE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF PUBLIC SAFETY TO CONSOLIDATE ITS BACKLOG OF WARRANTS.
WHEREAS, there currently exists a backlog of warrants within the criminal justice system; and
WHEREAS, the backlog of warrants has led to an inefficient administration of justice in a timely manner; and
WHEREAS, the processing and serving of the backlog of warrants has become an administrative burden for the Department of Public Safety that could be alleviated with the assistance of other public or private agencies or stakeholders; and
WHEREAS, the Department of Public Safety could operate more efficiently if their efforts to reduce the backlog of warrants was consolidated with other public and private agencies or stakeholders; and
WHEREAS, the reduction in the backlog of warrants will allow the criminal justice system to operate in a more swift, timely, and just manner; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the House of Representatives concurring, that the Department of Public Safety is requested to consolidate its backlog of warrants; and
BE IT FURTHER RESOLVED that the Director of Public Safety is requested to work with other public and private agencies or stakeholders in providing recommendations to the Legislature on how to resolve the backlog of warrants; and
BE IT FURTHER RESOLVED that the Director of Public Safety is requested to submit findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2010; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and the Director of Public Safety.
