SENATE CONCURRENT
RESOLUTION
REQUESTING EACH JURISDICTION WITHIN THE STATE OF HAWAII TO SUBMIT PERIODIC REPRICING REVIEWS, AS REQUIRED UNDER SECTION 89-9, HAWAII REVISED STATUTES.
WHEREAS, each jurisdiction within the State as defined in chapter 89, Hawaii Revised Statutes, is required to review the assignment of classes to pay ranges (repricing) at least once every five years; and
WHEREAS, all classes within each jurisdiction's compensation plan are subject to periodic repricing reviews, except for those classes whose pricing has been negotiated; and
WHEREAS, while the periodic repricing provision took effect on July 1, 2002, the required periodic repricing reviews have not taken place; and
WHEREAS, the periodic repricing reviews are essential to ensure competitive and equitable compensation for civil service employees; and
WHEREAS, under section 76-1, Hawaii Revised Statutes, the State's policy for the human resources program within each jurisdiction is to provide equal pay for equal work based on the merit principle; and
WHEREAS, failure to conduct repricing reviews can lead to inequalities in pay and violate the merit principle set forth in section 76-1, Hawaii Revised Statutes; and
WHEREAS, the human resources directors in the various jurisdictions are responsible for ensuring that compensation programs attract and retain efficient and effective employees; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the House of Representatives concurring, that each jurisdiction within the State of Hawaii conduct periodic repricing reviews as required by section 89-9(f)(2), Hawaii Revised Statutes; and
BE IT FURTHER RESOLVED that the results of the repricing reviews by each jurisdiction be submitted to the Legislature, to the appropriate bargaining units to which the repricing reviews pertain, and made available online no later than twenty days prior to the convening of the 2010 Regular Session; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Director of Human Resources Development, County Mayors, County Personnel Directors, the Superintendent of Education, the Administrative Director of the Courts, the Chief Executive Officer of the Hawaii Health Systems Corporation, and the Executive Director of the Hawaii Government Employees Association.
