SENATE CONCURRENT RESOLUTION

 

 

REQUESTING THE ESTABLISHMENT OF A JOINT HOUSE AND SENATE WORK GROUP TO DEVELOP RECOMMENDATIONS FOR STATE/COUNTY ACTIONS TO COMPLEMENT DESIGNATION OF THE AHUPUAA BETWEEN KALIHI AND PUNAHOU STREETS, THE PALI LOOKOUT AND THE PACIFIC OCEAN AS THE HAWAI'I CAPITAL NATIONAL HERITAGE AREA.

 

 


     WHEREAS, National Heritage Areas allow residents, businesses, governments, and non-profit groups to collaborate to promote conservation, community revitalization, and economic development projects; and

 

     WHEREAS, there are currently forty designated National Heritage Areas throughout the United States; and

 

     WHEREAS, the proposed Hawaii Capital National Heritage Area provides an outstanding concentration of natural, cultural, historic, and scenic resources that should be preserved and recognized as Hawaii's first National Heritage Area, similarly to the federal legislation introduced by the 111th United States Congress on January 30, 2009, in S.B. No. 359, which establishes the proposed area as a Hawaii Capital National Heritage Area; and

 

     WHEREAS, designation as a National Heritage Area allows for use of federal funds to maintain, preserve, and protect an area's physical character and cultural legacy; and

 

     WHEREAS, potential designation of the Hawaii Capital National Heritage Area during Hawaii's fiftieth anniversary year requires the development of recommendations for accompanying State and county actions to assist in promoting conservation, community revitalization, and economic development within the area; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the House of Representatives concurring, that the President of the Senate and the Speaker of the House of Representatives are requested to convene a joint working group comprised of members of the Hawaii State Senate, Hawaii State House of Representatives, Honolulu City Council, representatives of the Bishop Museum, Friends of Iolani Palace, Hawaii Capital Cultural Coalition, and other interested stakeholders to develop recommendations for 2010 legislation to complement the United States Congress' designation to preserve the Hawaii Capital Cultural District as a National Heritage Area; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the Hawaii State Senate, Speaker of the Hawaii State House of Representatives, Chair of the Honolulu City Council, President of Bishop Museum, Executive Director of Friends of Iolani Palace, and President of the Coalition of Hawaii Capital Cultural Coalition Board of Directors.
