SENATE CONCURRENT
RESOLUTION
requesting the Department of Accounting and General Services, the Department of Education, and the University of Hawaii System to report on the components of their respective PROCUREMENT plans and specifications that use nationally updated information, the components based on "past practice" and "local knowledge", and when such information was last updated.
WHEREAS, local government procurement follows guidelines set locally to purchase goods, services, and equipment; and
WHEREAS, organizations, such as the United States Navy, use national standards and guidelines set by national ratings organizations; and
WHEREAS, fulfilling locally set specifications requires time and effort that is more efficiently spent on the delivery of services; and
WHEREAS, specifications set locally may also be difficult to update to reflect changes occurring globally in product design, availability, and research; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the House of Representatives concurring, that the Department of Accounting and General Services, the Department of Education, and the University of Hawaii System are requested to report on the components of their respective procurement plans and specifications that use nationally updated information, the components based on "past practice" and "local knowledge", and when such information was last updated; and
BE IT FURTHER RESOLVED that the Departments report their findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2010; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller, the Superintendent of Education, and President of the University of Hawaii System.
