SENATE CONCURRENT
RESOLUTION
requesting the Office of Planning to convene a temporary University of Hawaii at Manoa special district planning workgroup to develop a plan to establish a University of Hawaii at Manoa special district development authority.
WHEREAS, transit oriented development provides an opportunity to maximize benefits to the State and to areas near mass transit stations; and
WHEREAS, transit oriented development holds potential for growth for the University of Hawaii at Manoa campus and surrounding area upon construction of a transit station near the University; and
WHEREAS, construction of a transit station near the University of Hawaii at Manoa may provided opportunities for developing additional student housing and affordable housing, including rental units, near the University; and
WHEREAS, one means of ensuring a coordinated, comprehensive approach to additional housing and other amenities near the University of Hawaii at Manoa transit station would be through a development authority established for a special district similar to the Hawaii Community Development Authority under chapter 206E, Hawaii Revised Statutes; and
WHEREAS, such a development authority, would oversee development, redevelopment, and construction of infrastructure in the special district; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the House of Representatives concurring, that the Office of Planning is requested to convene a temporary University of Hawaii at Manoa special district planning workgroup to develop a plan to establish a University of Hawaii at Manoa special district development authority; and
BE IT FURTHER RESOLVED that the Director of Planning serve as Chairperson of the workgroup, which shall consist of representatives of the:
(1) University of Hawaii at Manoa;
(2) Department of Transportation;
(3) Hawaii Community Development Authority;
(4) Hawaii Housing Finance and Development Corporation;
(5) Department of Business, Economic Development, and Tourism;
(6) Mayor of the City and County of Honolulu; and
(7) Council of the City and County of Honolulu; and
BE IT FURTHER RESOLVED that the Director of Planning is requested to report its findings and recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2010, including the:
(1) Potential for growth in the research capacity of the University of Hawaii at Manoa and the effect of this growth on the Manoa campus and the surrounding area;
(2) Feasibility, including advantages and disadvantages, of establishing a University of Hawaii at Manoa special district development authority to oversee development, redevelopment, and construction of infrastructure within the special district similar to the Hawaii Community Development Authority under chapter 206E, Hawaii Revised Statutes;
(3) Identification of potential boundaries and guidelines for creating such an authority; and
(4) Specific steps, including any necessary proposed legislation, to implement the University of Hawaii at Manoa special district development authority; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Planning, President of the University of Hawaii at Manoa, Director of Transportation, Executive Director of the Hawaii Community Development Authority, Executive Director of the Hawaii Housing Finance and Development Corporation, the Director of Business, Economic Development and Tourism, the Mayor of the City and County of Honolulu, and the Chair of the Honolulu City Council.
