A BILL FOR AN ACT
relating to capitol improvement projects for the benefit of the twenty-first senatorial district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $8,875,000, or so much thereof as may be necessary, and the same sum, or so much thereof as may be necessary, is appropriated for fiscal year 2009-2010, for the purpose of capital improvement projects for the twenty-first senatorial district, as follows:
1. Ka Waihona o Ka Naauao charter school
Plans and design for a new two story, eight classroom building to be placed in school property.

Total funding $750,000
2. Nanakuli elementary school
Electrical upgrade, air conditioning, and landscaping fire hazard areas
Plans $500,000
Design $700,000
Total funding $1,200,000
3. Nanakuli high and intermediate school
Plans and design for a new multi-media building.
Plans $75,000
Design $675,000
Total funding $750,000
4. Leihoku elementary school
Air conditioning for all classrooms and necessary electrical upgrades.

5. Waianae elementary school
Plans and design for a new administrative office building.

SECTION 2. The appropriation made for the capital improvement projects enumerated in section 1 of this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 of this Act shall be expended by:
(1) The department of education in the case of items 1 to 7; and
(2) The department of transportation, in the case of item 8.
SECTION 4. The director of finance is authorized to issue general obligation bonds in the sum of $30,950,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2010-2011 for the purpose of capital improvement projects for the twenty‑first senatorial district, as follows:
1. Ka Waihona o Ka Naauao charter school
Construction and equipment for a new two story, eight classroom building to be placed in school property.

SECTION 5. The appropriation made for the capital improvement projects authorized by section 4 of this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2012, shall lapse as of that date.
SECTION 6. The sums appropriated for the respective capital improvement projects set forth in section 4 of this Act shall be expended by:
(1) The department of education in the case of items 1 to 6; and
(2) The department of transportation, in the case of item 7.
SECTION 7. This Act shall take effect on July 1, 2009.
