HOUSE RESOLUTION
Requesting that the state historic preservation division of the department of land and natural resources be relocated back into the downtown area.
WHEREAS, the State Historic Preservation Division officially became a division of the Department of Land and Natural Resources in 1990; and
WHEREAS, the division is responsible for implementing the National Historic Preservation Act of 1966 as amended, Chapter 6E of the Hawaii Revised Statues and supports other laws pertaining to historic preservation in the State; and
WHEREAS, the division is responsible for regulatory protection of historic properties and review process, interagency archeological services, historic preserves, state inventory of historic places, Hawaii and national register of historic places, Hawaii Main Street Program, burials program, public information and education, and certified local government initiatives; and
WHEREAS, the division's staff is comprised of 18 professional staff and 1 clerical position; and
WHEREAS, the division is currently located in Kapolei and the main office remains in town, which takes up unnecessary resources as well as valuable time; and
WHEREAS, Act 228, Session Laws of Hawaii 2008, created photographic standards for the documentation of historic buildings that are to be altered, demolished or impacted, by requiring owners of historic buildings to submit archival-quality photographs to the division prior to the issuance of a building-related permit, but the division has been unable to complete their review and assessment process in a timely manner due to limited staff and travel time; and
WHEREAS, staff frequently travel to the Capitol and town area for meetings on a regular basis; now, therefore
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, that the State Historic Preservation Division of the Department of Land and Natural Resources be allowed to rejoin its Department, which is located at the Kalanimoku Building, 1151 Punchbowl Street, Honolulu, HI 96813; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Chairperson of the Department of Land and Natural Resources, and the Administrator of the State Historic Preservation Division.
