HOUSE RESOLUTION

 

 

supporting photovoltaic and wind electrical technologies to reduce consumption of fossil fuels and decrease utility costs.

 

 

 


     WHEREAS, the Legislature has established bond programs supporting businesses to supply electric utility companies such as the Hawaiian Electric Company and Maui Electric Company with renewable energy; and

 

     WHEREAS, the new vertical wind generators are quiet and operate below 30 decibels (DBs); and

 

     WHEREAS, implementation of photovoltaic and wind generation technologies will reduce the consumption of fossil fuels; and

 

     WHEREAS, incentives such as a loan program provided to residents who install renewable electrical systems in their homes and businesses will also help Hawaii decrease its reliance on imported fossil fuels and reduce increasing utility costs; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, that this body supports photovoltaic and wind electrical technologies to reduce consumption of fossil fuels and decrease utility costs; and

 

     BE IT FURTHER RESOLVED that this body supports:

 

     (1)  The use of wind generators in all zones, provided that wind assembly heights do not exceed 38 feet on lots less than one-half acre and that normal operating DB levels do not exceed 30 DBs;

 

     (2)  Eliminating the cap on net metering and allowing backup storage to be installed on each system; and

 

     (3)  A loan program that ties loan payments for a renewable electrical system to property tax, thereby allowing property owners the best interest rates, regardless of credit, to install a renewable electrical system;

 

and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Chair of the Public Utilities Commission.
