HOUSE RESOLUTION
REQUESTING THE HAWAII BROADBAND COMMISSIONER TO CONDUCT A STUDY OF TELECOMMUNICATIONS AND BROADBAND INFRASTRUCTURE INVENTORY.
WHEREAS, developing effective, accessible, and affordable broadband technology in Hawaii is essential to the sustainability of Hawaii in a digital economy; and
WHEREAS, a broadband initiative is being considered by the Twenty-fifth Legislature to provide the means to deliver high-speed broadband access throughout the state and establish the governmental authority to administer and regulate its delivery; and
WHEREAS, the infrastructure needed for telecommunications operation and broadband transmission are inextricably linked; and
WHEREAS, this shared infrastructure is a large component of the broadband initiative; however, there has never been a study conducted to determine the existing inventory of telecommunications infrastructure and equipment in Hawaii; and
WHEREAS, although the use of shared telecommunications and broadband infrastructure may involve a purchase by the government of some of the existing privately-owned telecommunications and broadband infrastructure, there is no available independent assessment of the quantity or value of the existing telecommunications and broadband infrastructure; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, that the Hawaii Broadband Commissioner is requested to prepare a study that identifies and assesses the quantity and economic value of existing telecommunications and broadband infrastructure that may need to be shared by the State and private entities to deliver high-speed broadband service throughout the state; and
BE IT FURTHER RESOLVED that the Hawaii Broadband Commissioner is requested to submit a report of the Commissioner's findings and recommendations to the Legislature no later than 20 days prior to the convening of the Regular Session of 2010; and
BE IT FURTHER RESOLVED that if legislation establishing the Hawaii Broadband Commissioner is not enacted in 2009, the Public Utilities Commission (PUC) is requested to undertake the study and report its findings and recommendations as requested by this Resolution; and
BE IT FURTHER RESOLVED that the Department of Commerce and Consumer Affairs and the Department of Business, Economic Development, and Tourism are requested to assist the Hawaii Broadband Commissioner, or PUC, as the case may be, to perform the study; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Hawaii Broadband Commissioner, Chairperson of the Public Utilities Commission, Director of Commerce and Consumer Affairs, and Director of Business, Economic Development, and Tourism.
