HOUSE CONCURRENT
RESOLUTION
requesting the hawaiian electric company to EXPAND IT'S "pay-as-you-save" program for people who install solar water heating systems and photovoltaic heating systems.
WHEREAS, the Hawaiian Electric company has been in partnership with the Lingle Administration, the Department of Business, Economic Development and Tourism, and the State Consumer Advocate in months of discussions and work on the Hawaii Clean Energy Initiative (HCEI); and
WHEREAS, the "Pay-As-You Save" Program is part of the HCEI; and outs solar water heaters on a resident's roof at no charge and is paid for out of monthly savings remitted for payment of the equipment and;
WHEREAS, Governor Lingle has stated, “I feel strongly that the State and our major utility can and must continue finding common ground in moving forward and taking decisive and bold steps toward an energy-independent Hawaii”; and
WHEREAS, installing a solar water heater is one of the best way a homeowner can reduce utility bills, save energy and protect the environment; and
WHEREAS, there is an estimated 85,000 residential solar water heating systems statewide; and
WHEREAS, one in four single-family homes in Hawaii has a solar water heater; and
WHEREAS, in 2007, HECO in addition to a federal and state tax credit, provided a $1,000 rebate to help reduce out-of-pocket costs and;
WHEREAS, the "Pay-as-you-Save" Program has incentivized only 1,200 solar water heating systems on the roofs of Hawaii homes and has the potential for outfitting many more homes; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Hawaiian Electric company is requested expand the "Pay-as-you-Save Program" for people who install solar water heating systems and photovoltaic heating systems; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Hawaiian Electric Company, the Department of Business, Economic Development, and Tourism, the State Consumer Advocate, and the Hawaii Solar Energy Association.
