HOUSE CONCURRENT
RESOLUTION
urging the department of land and natural resources to install additional bicycle racks at state parks.
WHEREAS, bicycling is an activity with many benefits to both individuals and communities, such as:
(1) Supporting and enhancing physical health in an outdoor environment through exercise and recreation;
(2) Providing a convenient, effective, and alternative form of transportation that helps reduce traffic congestion and parking requirements; and
(3) Supporting an environmentally-friendly activity that does not rely on the consumption of fossil fuels and produces no pollution; and
WHEREAS, the State's support of bicycling is reflected in its plans, including the 1996 Hawaii State Plan, the 2002 Hawaii Statewide Transportation Plan, and the 2003 Bike Plan Hawaii, a plan that has an overall goal to establish bicycling as a safe and convenient mode of transportation for both residents and visitors; and
WHEREAS, in response to a telephone survey conducted for the 2003 Bike Plan Hawaii, respondents on Oahu stated that bicycle parking was one of the top three changes desired in order to make Hawaii more bicycle friendly; and
WHEREAS, the State recognizes the importance of bicycle parking, as noted in 2003 Bike Plan Hawaii that, "Secure bicycle parking ... must be provided at important bicycle destinations. These would include major employment and shopping centers, schools and universities, cultural and recreational centers ..."; and
WHEREAS, installing bicycle racks is more cost-effective per bicycle rack than the design and construction of a single stall in an automobile parking lot;
WHEREAS, the installation of bicycle racks at state parks would not only encourage the use of state parks, but also enhance the State's efforts to promote Hawaii as a healthy and environmentally-friendly tourist destination; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-Fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Department of Land and Natural Resources is urged to install additional bicycle racks at state parks; and
BE IT FURTHER RESOLVED that the Department of Land and Natural Resources is requested to obtain assistance from the Hawaii Bicycling League to identify the state parks with the greatest demand for bicycle racks and the recommended location within these parks that would most benefit bicyclists; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Executive Director of the Hawaii Bicycling League.
