HOUSE CONCURRENT

RESOLUTION

 

 

requesting all counties to take advantage of waste-to-energy conversion technology to dispose of solid waste, rather than expand or create new landfills.

 

 

 


     WHEREAS, recycling is a key component of an effective and sustainable waste-management system; and

 

     WHEREAS, all fossil fuels consumed in Hawaii are imported and are subject to worldwide escalations in energy prices, which are eventually passed on to consumers; and

 

     WHEREAS, as the most geographically isolated state in the nation, Hawaii can and should make greater efforts to recycle its solid waste and convert it to usable energy; and

 

     WHEREAS, the additional conversion of waste to energy can help increase the energy self-sufficiency, security, and sustainability of Hawaii; and

 

     WHEREAS, the availability of space in Hawaii for use as landfills is decreasing, particularly on Oahu; and

 

     WHEREAS, waste-to-energy conversion technology has become more efficient and cost-effective than ever before; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the counties are requested to consider adopting waste-to-energy conversion technologies before expanding existing landfills or opening new landfills; and
     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the mayors and council chairpersons of the City and County of Honolulu, County of Hawaii, County of Maui, and County of Kauai.
