HOUSE CONCURRENT

RESOLUTION

 

 

urging the city and county of honolulu and the department of hawaiian home lands to complete the exchange of land at ewa drum fill storage site for land near varona village.

 

 

 


WHEREAS, the City and County of Honolulu (CCH) and the Department of Hawaiian Home Lands (DHHL) each have large projects in the Ewa Region that require additional property; and

 

WHEREAS, CCH’s transit project addresses the issues of population growth in Honolulu; and

 

WHEREAS, DHHL is working in partnership with other government agencies, the private sector, and community organizations to develop its lands, improve community life, and to allow for better prioritization and coordination of infrastructure improvement and the development of residential and regional public facilities, which include Maluohai Village 6, Kaupe’a Village 8, East Kapolei I, East Kapolei II, Ka Makana Ali’i Retail Center, regional schools, and community facilities; and

 

     WHEREAS, the CCH rail project benefits the beneficiaries defined by the Hawaiian Homes Commission Act and compliments the regional efforts being coordinated by DHHL; and

 

     WHEREAS, the exchange of the respective properties to support CCH's rail project compliments DHHL's regional efforts; and

 

WHEREAS, CCH’s transit project requires property at the Ewa Drum Fill Storage site for a yard to maintain transit equipment; and

 

WHEREAS, DHHL’s Ka Makana Ali’i Retail Center requires property near Varona Village to complete the North-South road from the H-1 interchange to Roosevelt Highway at Kalaeloa and to compliment DHHL’s community development; and

 

WHERAS, CCH and DHHL have begun discussions to exchange land located at TMK (1) 9-1-17:069 (Varona Village) and TMK: (1) 9-6-3:044 (Ewa Drum Fill Storage Site); and

 

WHEREAS, although the exchange of land will facilitate economic development in East Kapolei and the Ewa Region, the discussion of the land exchange is stalled pending the outcome of fair and equitable appraisals; and

 

WHEREAS, the land exchange further requires approval by the State Attorney General and the United States Department of the Interior; now, therefore,

 

BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that CCH and DHHL are urged to complete the exchange of land at the Ewa Drum Fill Storage Site for land near Varona Village by June 1, 2009; and

 

BE IT FURTHER RESOLVED that if the land exchange is not completed by June 1, 2009, CCH and DHHL are requested to submit a report to the Legislature and members of Hawaii‘s congressional delegation discussing the reasons for failing to complete the exchange; and

 

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu, Chairperson of the Hawaiian Homes Commission, and members of Hawaii’s congressional delegation.
