HOUSE CONCURRENT
RESOLUTION
requesting the department of hawaiian home lands to conduct a study on the feasibility of establishing early childhood education centers in hawaiian homestead communities.
WHEREAS, advances in the social sciences and the science of education have raised the awareness of the value of the early education of children; and
WHEREAS, the need for preparing children from infancy for preschool and kindergarten has become readily apparent from numerous studies and research; and
WHEREAS, it is to the advantage of every child to receive the benefits of early childhood education prior to entry into preschool and kindergarten; and
WHEREAS, the Department of Hawaiian Home Lands is uniquely positioned to provide this service to its beneficiaries residing in Hawaiian homestead communities that the Department of Hawaiian Home Lands has developed and oversees; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Department of Hawaiian Home Lands, with the assistance of the Department of Education, is requested to conduct a study on the feasibility of establishing early childhood education centers in each of its homestead communities; and
BE IT FURTHER RESOLVED that the study should include but not be limited to the following:
(1) The targeted age and demographic description of the projected enrollment of children that would be served by the early childhood education centers;
(2) The estimated number, general location, and projected enrollment for the proposed early childhood education centers;
(3) A description of the curriculum, along with testing and progress criteria, to be offered at the early childhood education centers; and
(4) The estimated start-up capital cost and annual operating cost for the development and operation of the early childhood education centers; and
BE IT FURTHER RESOLVED that the Department of Education is requested to provide full cooperation, support, and technical expertise in assisting the Department of Hawaiian Home Lands in this study; and
BE IT FURTHER RESOLVED that the Department of Hawaiian Home Lands is requested to submit a report of its findings and recommendations, along with any necessary recommended legislation, to the Legislature not later than at least twenty days prior to the convening of the Regular Session of 2010; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Hawaiian Homes Commission, the Chairperson of the Board of Education, and the Superintendent of Education.
