HOUSE CONCURRENT

RESOLUTION

supporting the electrification of energy-efficient transportation systems in hawaii.

     WHEREAS, approximately 1.13 million cars, trucks, sports utility vehicles, and motorcycles are registered in Hawaii; and

     WHEREAS, drivers in Hawaii consume about 1.4 billion gallons of gasoline annually to power their vehicles; and

     WHEREAS, Hawaii's ground-transportation sector relies heavily on fossil fuels and consumes approximately 71 percent of the state's overall transportation fuel use; and

     WHEREAS, the adoption of electric vehicles is an integral component toward achieving Hawaii's transportation energy-efficiency goals and reducing its reliance on fossil fuels; and

     WHEREAS, developing an electric-vehicle infrastructure is a first and essential step in the electrification of transportation in Hawaii; and

     WHEREAS, the electrification of transportation will create jobs, foster economic growth, reduce greenhouse-gas emissions, and stem the effects of climate change; and

     WHEREAS, with technological developments and a push by domestic and international automakers to expedite the production and distribution of electric vehicles, Hawaii must be ready to embrace a new generation of ground transportation; and

     WHEREAS, to create and expedite the transition from a fossil-fuel-based transportation system to a more energy-efficient, electricity-based system, key stakeholders in the community must provide effective leadership to transform this vision into reality; and
     WHEREAS, the State must aggressively promote and develop alternatives to fossil-fuel-based modes of transportation, particularly through the use of electric vehicles; and

     WHEREAS, the development of an electric-vehicle charging infrastructure is an important first step in the transformation of Hawaii's transportation future; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that all relevant stakeholders, including the State and counties, automobile dealers, rental-car and commercial-fleet operators, and electric-vehicle manufacturers and infrastructure-development specialists collaborate to expedite the adoption of electric vehicles in Hawaii; and

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to Hawaii's congressional delegation; the Secretary of Transportation; the Secretary of Energy; the Governor; the Director of Transportation; the Director of Business, Economic Development, and Tourism; the mayors of Honolulu, Hawaii, Maui, and Kauai; the Hawaii Automobile Dealers Association; and the Hawaii Transportation Alliance.
