HOUSE CONCURRENT
RESOLUTION
requesting the department of accounting and general services to implement an electronic direct deposit system for members of the hawaii national guard while on active duty in accordance with act 31, session laws of hawaii 2007.
WHEREAS, members of our Hawaii National Guard have served Hawaii and the United States with distinction for decades; and
WHEREAS, Hawaii National Guard members selflessly give of their time to not only serve in combat operations, but also in local security efforts, disaster response, and community activities; and
WHEREAS, Hawaii National Guard members deserve to receive fair and timely compensation for their generous service; and
WHEREAS, the electronic direct deposit of paychecks is a standard payroll method which enhances government efficiency by reducing the workload and expense of manual processing and distribution; and
WHEREAS, direct deposit eliminates the possibility of lost paychecks and ensures timely access to earned personal funds; and
WHEREAS, Senate Bill No. 1968, introduced during the 2007 legislative session, proposed to require that the State allow officers, warrant officers, and enlisted personnel of the Hawaii National Guard to directly deposit their pay by electronic means into their personal banking accounts while on active duty; and
WHEREAS, the State of Hawaii Department of Defense, the Hawaii National Guard Association, and the Chamber of Commerce of Hawaii all testified in strong support of the measure; and
WHEREAS, Senate Bill No. 1968 passed the Legislature and was signed into law as Act 31 by Governor Linda Lingle on April 20, 2007; and
WHEREAS, to date, a direct deposit system has yet to be implemented; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Department of Accounting and General Services is requested to implement an electronic direct deposit system for members of the Hawaii National Guard while on active duty in accordance with Act 31, Session Laws of Hawaii 2007; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, State Comptroller, and State Adjutant General.
