HOUSE CONCURRENT

RESOLUTION

 

 

requesting the legislative reference bureau to conduct a STUDY ON THE costS AND benefitS of building an intake correctional facility in the district of north or SOUTH kona on the island of hawaii.

 

 

 


     WHEREAS, the population of Kona is increasing and, along with it, the pressure on correctional facilities is increasing as well; and

 

     WHEREAS, after arraignment in Kona, an accused person who is detained pending trial must currently be transported to jail in Hilo because there is no facility in Kona to house people waiting for a court date; and

 

     WHEREAS, transporting people between the correctional facility in Hilo and court in Kona results in high costs to the State; and

 

     WHEREAS, transporting prisoners requires a minimum of two guards per inmate and, in the case of a female prisoner being transported, the two guards must be female correctional officers; and

 

     WHEREAS, watch captains must often reassign posts to cover the guards who are escorting inmates to and from Kona, resulting in overtime costs; and

 

     WHEREAS, transporting inmates to and from Kona also results in extra maintenance and repair costs for vehicles; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Legislative Reference Bureau is requested to conduct a study on the costs and benefits of building an intake correctional center, capable of accommodating up to thirty persons awaiting trial, in the District of North or South Kona on the island of Hawaii; and

 

     BE IT FURTHER RESOLVED that the Department of Public Safety and the Department of Accounting and General Services are requested to cooperate with and provide whatever assistance and information to the Legislative Reference Bureau as may be requested; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to submit its report to the Legislature no later than twenty day prior to the convening of the Regular Session of 2010; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the Legislative Reference Bureau, the Comptroller, and the Director of Public Safety.
