HOUSE CONCURRENT

RESOLUTION

 

 

requesting the legislative reference bureau to conduct a study on inmate reentry programs that have been or are planned to be implemented by the department of public safety in accordance with the community safety act of 2007.

 

 

 


     WHEREAS, Act 8, First Special Session Laws of Hawaii 2007, also known as the Community Safety Act of 2007 and codified as chapter 353H, Hawaii Revised Statutes, established a comprehensive offender reentry system under the purview of the Department of Public Safety; and

 

     WHEREAS, the Community Safety Act of 2007 also requires the Department of Public Safety to submit annual reports through 2010 relating to the implementation, progress, and effectiveness of the program components specified in the Community Safety Act; and

 

     WHEREAS, while the Department of Public Safety's annual report lists program activities and statistics, it does not include information on program outcomes; and

 

     WHEREAS, performance indicators are an effective way to track the progress of the comprehensive reentry system and to reflect the philosophical change to the Department of Public Safety's approach to rehabilitation and reentry mandated by the Community Safety Act; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Legislative Reference Bureau is requested to study the inmate reentry programs that have been or are planned to be implemented by the Department of Public Safety in accordance with the Community Safety Act of 2007; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to include the following information as part of its study:

 

     (1)  The public-private partnerships that the Department of Public Safety has entered into with private nonprofit organizations to run reentry programs, including but not limited to programs for non-violent drug offenders and sex offenders;

 

     (2)  The resources including personnel, work hours, facilities, and other costs that are needed to run these programs; and

 

     (3)  The costs associated with establishing key performance indicators or measures to evaluate program outcomes; and

 

     BE IT FURTHER RESOLVED that the Department of Public Safety is requested to cooperate with and provide whatever assistance and information to the Legislative Reference Bureau as may be requested; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau is requested to report its findings to the Legislature no later than twenty days prior to the convening of the Regular Session of 2010; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the Legislative Reference Bureau and the Director of Public Safety.
