HOUSE CONCURRENT
RESOLUTION
urging nonprofit organizations and community groups to establish safety procedures for roadside solicitation of funds and donated goods.
WHEREAS, many nonprofit organizations and community groups in the State conduct fundraisers and other activities on or near roads and highways; and
WHEREAS, these fundraising activities often involve volunteers who stand on the roadside, soliciting and collecting funds or other donated goods; and
WHEREAS, there are often children under the age of eighteen participating in these fundraising activities; and
WHEREAS, the close proximity of the participants of these activities to moving vehicles creates a potential safety hazard, placing both pedestrians and motorists at risk; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that all nonprofit organizations and community groups involved in roadside activities are urged to establish safety procedures for volunteers who solicit and collect donations on the roadside; and
BE IT FURTHER RESOLVED that the nonprofit organizations and community groups are urged to include in their safety procedures provisions that require children under the age of eighteen to be closely supervised when participating in roadside activities; and
BE IT FURTHER RESOLVED that county police departments are requested to offer recommendations to nonprofit organizations and community groups in the establishment of these safety procedures; and
BE IT FURTHER RESOLVED that the nonprofit organizations and community groups involved in roadside activities are requested to conduct a self-assessment as to whether the solicitation of funds and other donations on the sides of roads and highways sends a positive message to the community; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Attorney General, the police chiefs of the police departments of each county, and the Director of Commerce and Consumer Affairs who is requested to disseminate the contents of this Concurrent Resolution to nonprofit organizations in the State.
