Limits the duration of employment of an emergency unlicensed hire of the department of education to three years; allows unlicensed individuals who have been hired on an emergency basis and are teaching only non‑core subject areas prior to the approval of this Act to attain licensure no later than four years from the date of their employment. RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Changes the composition of the Hawaii teacher standards board to include 8 licensed teachers regularly engaged in teaching members. Defines the term "teachers regularly engaged in teaching"; and clarifies nominating procedures for board members. Appropriates funds for data/information management efforts of the board. Requires the Hawaii teacher standards board to include in its annual report to the governor and the legislature information on income and expenditures and supporting data. (SB2663 SD2)
