RELATING TO PENALTIES FOR VIOLATIONS WITHIN THE CONSERVATION DISTRICT. Increases the maximum penalty for violations within the Conservation District; authorizes the Board of Land and Natural Resources to assess fines based on damages to natural resources within the Conservation District and other factors deemed appropriate by the Board. RELATING TO CIVIL PENALTIES FOR VIOLATIONS ON PUBLIC LANDS. Increases civil penalty fine amounts for violations on public lands and clarifies penalties for encroachment on public lands.

RELATING TO GROUNDED VESSELS. Authorizes the Department of Land and Natural Resources to remove a grounded vessel under its control, by any means necessary, in order to minimize damages to the natural resources and not become a hazard to navigation. (HB3173 HD1)

RELATING TO ADMINISTRATIVE PENALTIES FOR DAMAGE TO STONY CORAL AND LIVE ROCK. Imposes administrative fines for damage to stony coral and live rock based on an accepted economic valuation method. (HB3176 HD1)

RELATING TO AQUATIC RESOURCES. Requires the department of land and natural resources to: review each rule adopted after 01/1/08, concerning the protection and propagation of certain aquatic life or the conservation and allocation of the natural supply of aquatic life; determine whether the rule is achieving its intended purpose; and submit a report. MAKING AN APPROPRIATION FOR FERAL PIG ABATEMENT. Appropriating funds to the Department of Land and Natural Resources for the control and abatement of the feral pig population, including the purchase of box traps, baits, and corrals.

When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
· LATE TESTIMONY – Testimony received after the testimony deadline will be posted on the legislature's website after the hearing ends. If you are testifying in person, late testimony must be brought to the hearing room (414) and given to the committee clerk PRIOR to the start of the hearing.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
