RELATING TO THE MAKENA-KEONEOIO GOVERNMENT ROAD. Establishes that Makena-Keoneoio government road is under the jurisdiction of the department of land and natural resources and is to be used as an access road to the Ahihi-Kinau natural area reserve.

MAKING AN APPROPRIATION FOR THE SUPER SUCKER. Appropriates moneys to provide one year of funding for the full-time operation of the super sucker project in Kaneohe bay and for the purchase of a portable super sucker unit.

RELATING TO LAND USE. Establishes a process for determining when land use classifications should be rescinded because they have not been exercised.

RELATING TO A PILOT RELATING TO A PILOT COMMUNITY CONSERVATION PROGRAM. Creates a pilot community conservation program within the Maui office of the division of conservation and resource enforcement and appropriates funds.

MAKING AN APPROPRIATION TO BUILD AND MAINTAIN A PERIMETER FENCE TO PROTECT THE MAUNA KEA FOREST RESERVE. Makes an appropriation to build and maintain a perimeter fence to protect the Mauna Kea Forest Reserve.

RELATING TO PUBLIC HUNTING AREAS. Provides hunters access to public hunting areas by authorizing the board of land and natural resources to establish easements across private lands and appropriating funds for the acquisition of easements.

RELATING TO AQUATIC RESOURCES. Encourages the department of land and natural resources to work with local communities to manage near shore reef resources through the maka‘i o ke kai program; provides grants for community-based marines resource management; establishes the community-based marine resource management advisory committee to advise the department of land and natural resources on resource management and fisheries' rules; appropriates moneys.

RELATING TO WATER SAFETY. Establishes requirements for rainwater and storm water retention, detention, and catchment area pond inspection and safety. Allows fines.

RELATING TO EMINENT DOMAIN. Prohibits use of power of eminent domain to take and transfer private property to a private entity that had expressed interest in purchasing the same property for development purposes or other private use.
