RELATING TO LAND USE.

Provides that a zoning ordinance adopted by a county shall not be invalidated by a reclassification of land; provided that the uses allowed under the zoning ordinance are permissible uses under the new classification.

RELATING TO THE LAND USE COMMISSION.

Amends Land Use Commission decision-making criteria to include the County General Plan and plans adopted pursuant to the general plan.

RELATING TO TRANSPORTATION.

Requires the Statewide Transportation Council to comply with county transportation and general plans, to the extent it does not impact federal funds, in the preparation of the statewide transportation plan for projected transportation needs for a six-year period.

RELATING TO HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Requires the Hawaii Community Development Authority to incorporate smart growth principles in community plan rules.

RELATING TO THE STATE PLAN.

Adds as an objective in the State Plan that land development shall be in compliance with smart growth principles.
