RELATING TO AGRICULTURAL LANDS. Establishes new policies for the districting and protection of land in agricultural districts designated as "important agricultural land" for the purpose of article XI, section 3, of the state constitution.

RELATING TO AGRICULTURAL LANDS. Requires certain lands to be placed in the agricultural districts on 7/1/10, including certain lands specifically identified, and other lands in a "relevant county agricultural zoning district". Deems those lands to be important agricultural lands. Allows those lands to be redesignated after 7/1/10 by the land use commission or the counties, as the case may be, under land use law. Allows counties to enact rezoning ordinances that, on 7/1/10 includes land in or excludes land from the "relevant county agricultural zoning district".

RELATING TO INDEMNITY. Provides that the State indemnifies the owner of an irrigation system, dam, or reservoir for tort liability under certain conditions.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number;
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.
