RELATING TO GRANTS AND SUBSIDIES. Requires additional information from applicants for grants and subsidies. Provides greater transparency as to the selected recipients. Adds requirement of an accounting from recipients within thirty days of the expiration of their contract.

RELATING TO STATE FUNDS. Repeals the hydrogen investment capital special fund; lapses balance of moneys into general fund upon repeal. (Proposed SD1)

MAKING AN EMERGENCY APPROPRIATION TO THE HAWAII PUBLIC HOUSING AUTHORITY Makes emergency appropriation from general funds for fiscal year 2007-2008 to repay the department of budget and finance for a loan made to cover payroll and risk management costs for liability insurance for fiscal year 2006-2007, and to address a critical funding shortfall for operational costs of public housing programs for fiscal year 2007-2008. (SD1)
