RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR MAUI PREPARATORY ACADEMY. Authorizes the issuance of special purpose revenue bonds for Maui Preparatory Academy. (SD1)

Provides an annual maximum deduction of $5,000 per individual or $10,000 for a married couple filing jointly against their taxable income for contributions made to a section 529 college savings program in calendar year 2008 and beyond. Establishes a $75,000 cap on the total tax deduction per college savings account. (SD2)

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Changes the composition of the Hawaii teacher standards board to include seven licensed teachers regularly engaged in teaching members; defines the term "teachers regularly engaged in teaching"; and clarifies nominating procedures for board members. Appropriates funds for data/information management efforts of the board. Requires the Hawaii teacher standards board to include in its annual report to the governor and the legislature information on income and expenditures and supporting data. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII. Requires the submission of candidates' names for the regents candidate advisory council within sixty days following the notification of a vacancy. Clarifies the requirement of the submission of the names of the candidates to the governor. Makes confidential certain information received or maintained by the regents candidate advisory council; provided that information concerning an applicant that is subsequently appointed by the governor to the board of regents shall be disclosed as provided by law. Requires candidates to reside in the geographic area which the candidate represents. Appropriates funds for an administrative position to support regents candidate advisory council operations. Requires the governor to notify the regents candidate advisory council of vacancies on the board of regents in a timely manner. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII. Authorizes the transfer of all university funds, with the exception of general funds and tuition funds, into the University of Hawaii commercial enterprises revolving fund. (SD1)

RELATING TO TIME SHARE PLANS. Exempts the offer or sale of a time share interest from the time share law if the offer or sale is for an additional interest in the same time share plan to an existing owner. Exempts a time share developer or an affiliated entity under common ownership from registration if they are selling a time share interest in a time share plan located outside of Hawaii to an individual who currently owns a time share interest that was purchased from that developer or affiliated entity. RELATING TO PUBLIC UTILITIES. Requires the public utilities commission to study one priority region for each county statewide to develop with input from the utilities a plan for the undergrounding of overhead utility lines for health and safety purposes. Funds for the study shall be appropriated out of the public utilities special fund. (SD1)

RELATING TO KAKAAKO. Increases the reserved housing requirement for a planned development with a height of more than forty-five feet or a floor area that equals or exceeds 1.5 times the lot area for such development in the Kakaako community development district, mauka area. (SD1)

RELATING TO INSURANCE. Expands the authority of the insurance division's insurance fraud investigations unit under the department of commerce and consumer affairs to prevent, investigate, and prosecute insurance fraud beyond motor vehicle insurance cases to all lines of insurance except workers' compensation.

RELATING TO INSURANCE. Recognizes that a reciprocal insurer and its attorney-in-fact shall be considered as a single entity for tax purposes and not be subject to general excise taxes in order to avoid the effect of double taxation. (SD1)

RELATING TO THE RENTAL MOTOR VEHICLE SURCHARGE TAX. Repeals the $2 a day rate of the rental motor vehicle surcharge tax, in effect from September 1, 1999, to August 31, 2008; changes the $3 a day rate to an unspecified amount. (SD2)

Provides former foster youth who are between the ages of 22 and 26 years of age as of July 1, 2008, and who are already attending a higher education institution, the opportunity to apply for a higher education board allowance within a year; increases the maximum age for the benefit with a maximum benefit length of 60 months. RELATING TO PSYCHOTROPIC MEDICATION. Improves access to psychotropic medication for all participants in QUEST medical plans by making the law that authorizes QUEST coverage for such medications permanent. (SD1)
