Limits the award of a grant or subsidy to an entity no more than once every          years.  Sets deadline for application for a grant or subsidy at January 31 at the start of each regular legislative session, or the last weekday in January.

Removes the governor's policy decisions as consideration for state agencies administering programs and the department of budget and finance's review of state operations plan.

RELATING TO THE RESPONSIBILITIES OF THE LEGISLATURE.

Requires the legislature to appropriate moneys for each capital improvement project as an appropriation for plans, design, and land acquisition; and upon completion of plans, design, and land acquisition, an appropriation for construction and equipment.

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
