RELATING TO PUBLIC CONTRACTS. Requires purchasing agencies, when posting public contract awards, to include information regarding the basis for the award.

RELATING TO BOARDS AND COMMISSIONS. Prohibits ex-officio members and interim appointments of boards and commissions from appointment as chair of the board or commission.

RELATING TO CONTRACTOR SUSPENSION ON PUBLIC WORKS PROJECTS. Suspends contractors found to be in violation of Chapter 104 for falsification of records or delaying an investigation under the wage and hour statute, section 104-22(b).

RELATING TO GOVERNMENTAL RETENTION OF ATTORNEYS. Allows a department to retain an attorney if the attorney general declares a conflict of interest.

RELATING TO SALARIES. Increases the salaries of the Stadium Manager, the Public Utilities Commissioners, Executive Director of Hawaii Housing Finance and Development Corporation, and Civil Defense Director to be commensurate with their duties and responsibilities by linking them to 92% of the Director of Health's salary.

· By fax: Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing. When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.
· By Email: Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov. Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.
If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
